Under General Municipal Law a Section 51 Waste Suit was filed against Orange County to prevent destruction of the Orange County Paul Rudolph Government Center a National Architectural, Cultural and Historic Treasure and to save taxpayers over $35,000,000 in construction costs inflated by Clark Paterson & Lee through collusion, bid rigging, price fixing and bribery.
The case history you will read on the linked page is an example of inter-agency conspiracy and collusion to achieve a political goal at the expense of taxpayers and in opposition to the will of the people.
State, county & local governments have a responsibility to maintain and manage the rivers, streams and drainage infrastructures in their jurisdictions.
